The Indian Railways has recently reiterated its guidelines regarding passenger luggage to ensure safety, minimize coach congestion, and streamline operations. Following a clarification by Union Railway Minister Ashwini Vaishnaw.
Every passenger is entitled to a specific amount of Free Allowance based on their ticket class. However, there is a Maximum Limit (including the free allowance) beyond which luggage cannot be carried inside the compartment.

Note: For AC 3-Tier and Chair Car, the free allowance and maximum limit are the same. Any luggage exceeding 40 kg must be booked in the van.
To maintain space for all passengers, personal luggage (trunks, suitcases, or boxes) must adhere to specific dimensions to be kept inside the coach:
Standard Size: Must not exceed 100 CM X 60 CM X 25 CM (L X B X H).
Oversized Items: If any dimension exceeds these limits, the item must be booked and transported in the Brake Van (SLR) or Parcel Van, even if it is within the weight limit.
If your luggage exceeds the free allowance but stays within the maximum permissible limit:
Fee: You must pay 1.5 times the normal luggage rate.
Requirement: Charges must be paid and the luggage booked before boarding.
Commercial Goods: Items meant for trade or merchandise are strictly prohibited as personal luggage.
Brake Van Booking: Luggage exceeding the maximum limit allowed in the coach must be booked in the brake van, subject to space availability.
Safety & Comfort: Prevents blocking of aisles and emergency exits.
Overcrowding: Ensures that every passenger has enough room for their allotted space.
Efficiency: Promotes disciplined travel and uniform handling across all zones.
Adhering to these norms ensures a hassle-free journey for you and your fellow passengers. Always weigh and measure your baggage before heading to the station to avoid last-minute penalties.
